College leaders candid about pay

Some state college presidents are open about their incomes and a few aren’t.

Francis Marion University President Luther Carter “absolutely believes it’s an obligation to report income and other compensation.”

His Statement of Economic Interests (SEI) shows he received $374,400 and a car allowance from the university foundation on top of his $185,477 state salary.

Winthrop University President Daniel Mahony “preferred to err on the side of over reporting” in filing he is paid $180,069 and $175,280 in salary and retirement contributions.

SC State University President James Clark and Technical College System President Tim Hardee did not file SEIs with the State Ethics Commission this year.

Clark’s salary is $195,000 and Hardee’s is $221,287.

Kelly Steinhilper of the Technical College System said Hardee is not required to file “because he receives no benefits or supplements beyond his state salary.”

Chaundra Mikell of SC State, couldn’t immediately say why Clark has filed no SEIs said she would check.

None of the college websites show a breakdown of all income sources, perks and benefits received by their presidents.

In South Carolina, lawmakers exert authority over public universities and colleges and control appointment of members of the schools’ governing boards.

Sen. Hugh Leatherman, longtime Senate Finance Committee chairman, and Rep. Murrell Smith, House Ways and Means Committee chairman, each control 4 appointments and the governor appoints 3.

Leatherman’s daughter Karen sits on the Francis Marion University board of which her father is a trustee emeritus while Smith’s father Dr. Murrell Smith Sr., is an MUSC board member.
