They will see a 68-cent drop in their monthly sewer bill.
The Office of Regulatory Staff denied a CWS request to charge customers for its legal fees.
CWS hoped to recover $436,000 in legal expenses in fighting a lawsuit filed by the Congaree River-keeper, The State newspaper reported.
CWS lost the lawsuit charging it with contaminating the Saluda River with sewage from its Friars-gate treatment plant.
The utility was ordered to pay $1.5 million in fines and close the discharge drain pipe.
