A new Columbia Avenue car wash owner feels frustrated because town official keep changing rules.

That’s why owner Randy Frase is suing the Town of Lexington, his attorney Jake Moore said.

Town Administrator Britt Poole said the town has onl asked Frase to meet the legal requirements.

Poole said Frase changed his building design after it was 1st approved.

He said the town did not approve sign and building design changes made after approval was given.

Moore said Frase was “practically in tears when h came to my office.”

Frase is being required to build a traffic divider in Columbia Avenue at a cost of about $100,000, he said.

“That’s a federal highway,” Moore said. “Why is he being required to do something like that?”

The divider, Poole said, is to prevent eastbound traffic from making a dangerous left turn into the property in the short block between traffic lights at Old Chapin Road and Reed Avenue.

He said the SC Department of Transportation as well as the town required the divider for safety and traffic congestion reasons.

Frase’s customers will be able to enter his car wash 3 ways – from Reed Avenue, Old Chapin Road or westbound from Columbia Avenue, Poole said.

Moore said he hopes to resolve the matter soon, in court if necessary.
