Charge added against man accused of kidnapping, assaulting elderly Lexington County woman

A new charge has been made against a man accused of kidnapping an elderly Lexington County woman and sexually assaulting her.

Robert Brandon Neeley, 37 of West Columbia,  was previously charged with kidnapping, armed robbery, criminal sexual conduct, first degree assault with intent to commit criminal sexual conduct, and two counts of possessing a weapon during a violent crime following the alleged October 2021 assault. He has now additionally been charged with burglary, the state Law Enforcement Division announced in a release.

An affidavit included with provided arrest warrants recounts Neeley’s alleged crimes, which occurred when Neeley stopped by the residence of the victim, with whom he had previously done business, according to the warrants.

“He used aggravated force to accomplish sexual battery when he assaulted the elderly victim by removing her clothing, knocking her to the ground, and getting on top of her,” the affidavit states. “Neeley forcibly confined the victim during the struggle wrapping duct tape around her hands, limiting her movements, and holding a knife to her throat.”

Neeley allegedly committed non-consensual sex acts on the victim while threatening her life.

“While in the victim's home, he took possession of her firearm, forced the victim into her car, and to withdraw money from a nearby bank,” the affidavit details. “He continued the assault at gunpoint throughout the night. The victim did seek medical attention for the injuries she sustained.”

Arrest warrants state that Neeley told the victim that he would let her go if she gave him $100 before forcing her to go to the ATM where he withdrew $200 from her account without her consent.

“Statements made by the victim have detailed the assault and theft which occurred inside the residence after being armed with a firearm, including the use of threats or coercion, with the intent to commit a crime therein; furthermore, the burglary is supported by video surveillance evidence nearby the home,” the affidavit states. “Additional DNA evidence and interviews obtained during this investigation corroborate information provided by the victim.”

According to court records, all of the charges against Neeley are still pending. He is being held at the Lexington County Detention Center

SLED was requested to investigate the alleged assault by the South Congaree Police Department.
