An H Rubin Vision Centers chain owner has been arrested for not paying taxes.

One of his businesses is on Knox Abbott Drive in Cayce.

The SC Department of Revenue said:

• Stephen Lamonte Franklin, 52, of Salisbury, MD, failed to pay withholding taxes.

• He was responsible for collecting, reporting, and paying withholding taxes taken from employees’ pay.

• For tax years 2015- 18, Franklin failed to pay $131,745 in taxes.

• He also was charged with operating without a retail license and advised to close his businesses.

• H Rubin Vision Center’s license was revoked in 2016 for unpaid business taxes.

• He received multiple violations for operating as he continued to make retail sales until July 2018.

Franklin faces a maximum sentence of 5 years in prison and/or a fine of up to $40,000.

Franklin is being held in the Alvin S. Glenn Detention Center pending a bond hearing.
