Prosecutor wants to open secret documents

Former Republican lawmaker Rick Quinn of Lexington faces a new challenge.

Special prosecutor David Pascoe wants to open sealed state grand jury findings on him.

The documents were sealed after Quinn, a former leader in the state House of Representatives, made a plea agreement and resigned earlier this year.

“While Mr. Quinn may not approve of the grand jury’s findings and wish to suppress portions of the report that portray him in a negative light, this is not a valid ground for denying the citizens of the state access to important information about its elected officials,” Pascoe wrote Circuit Court Judge Clifton Newman.

The state grand jury report about Quinn is about 4 of 55 pages.

Most of the report was made public in early October but was sealed by Judge Newman at the request of Quinn’s lawyer Matthew Richardson.

Quinn pleaded guilty to a misdemeanor count of official misconduct.

Richardson had argued the grand jury report could prejudice his client’s right to a fair trial.

In his motion, Pascoe said nothing censored “would prejudice [Quinn’s] right to a fair trial” if he stood trial again.

The grand jury found some lawmakers hide outside sources of income and take official actions based on the influence of anonymous “dark money.”

Pascoe’s 4-year investigation has led to the resignations of 5 Republican lawmakers.
