In his book “The Myth of the Robber Barons,” Burton Folsom points out there are 2 kinds of business developers whom he describes as “political entrepreneurs” and “market entrepreneurs.”

The former seek and obtain wealth through government subsidies and grants of monopoly status. Invariably, their services are inferior to and more expensive than the services provided by market entrepreneurs.
